To explain in percents, 3:1 is 25% and 4:1 is 20%, the 25% is closer. If those percents don’t look right to you, it may help to consider that a 1:1 ratio is 50%.

75:25 = 3:1, 80:20 = 4:1 so 23% is closer to 3:1 (3.348:1)
